Do you think it could be used to revive a person by restarting brainwaves and brain activity? Also, is there a chance that Psionic Energy Manipulation could be used similarly? Or to inspire someone?

i don't think wave manipulation could be used to revive a person, or maybe it will just bring them back consciously. However it will depend on how the person was killed or died.
No i don't think psionic energy manipulation could do that. It is more to do with doing stuff mentally. So when people talk about psionic it focuses on mentally achieving something (such as flight or whatever) but psionic energy would not be able to revive a person as there is no mental energy when they are dead.
And im not too sure on inspiring people.

Bring them back consciously? What do you mean by that? If they're conscious then they have to be alive.
