will a person with the ability of anti shield (penetrate any forms of shielding ability) be able to penetrate the shield of an ability shield (to protect oneself from abilities)???

Well it is the ability to penetrate any shield.....but then the shield blocks abilities. Kinda a stalemate

Actually, if this'd be the shield equivalent of anti-immunity, then I think it could get through ANY shield, ability shield included.
