Meaning the CIA have gotta start from scrap, and it took them 9 years to make the first one. But you literally need VERY high clearance to know about it. Directors, and three or four agents.

Yeah, but it's heavily guarded, and it's not gonna be stolen for a loong time, if it is, cos it kinda messes up.. you know, everything? And it's quite possible to cause a war, because it is the single greatest weapon, to a spy.

When Britain does learn about it, they'd be more likely to first try arguing that the Americans, as allies, should share it with them, and point out the possible benefits of doing so

they could offer to add their own info to it and to help guard it, cos every intelligence agency would be out to get it
