If Claire was given to Noah as a baby to see if she would grow to have an powers, why didn't they check her blood, like they did with Nathan. Because that is how they found out he will be a non EH

But I think it was more that they needed an agent raising her because they were pretty certain she would, even if they didn't bother with the tests. They just phrased it as checking if she'd get any when they explained it to Noah.

Also, it'd be easier keeping track of her that way than if she'd gone into care or through official adoption channels or to any surviving relatives, and it'd be easier for them to get to her once she'd manifested. Or it'd have been easier if Noah hadn't gotten attached.
