It's a fact of his biology that he regenerates! In order to kill him off, you'd have to kill him quite a few times in a row until he has used up all of his regenerations, but then there would be no show.

If I read right, the Master has had more than 13 regenerations, he swapped bodies and continued the cycle. But I could be wrong

I want Jenny to find the Doctor when he's got a new face. She could've stayed the same, but he's changed his face. They team up, save the day and at the very end she finds the scar on the back of his hand or something an realises that she's found her father.
