It did in canon It depends if you think of it as something mental, in the mind, or also something physical as in part of the brain.

Probably If you compare it to regen, which has been shown regrowing digits and limbs.

but thats works by regenerating cells, but i'd guess that healing would do the same too.

Healing has already been shown to repair/regrow cells which don't naturally regenerate, like nerve cells, and it's been shown to heal cancer. I think it can heal any condition, not just do certain biological things.
