Maybe the government would try to develop a way to make the formula give specific abilities, and they'd do that by testing naturals with the abilities they'd want

What do you mean by still doing them?
I'd imagine they'd capture natural EHs, imprison them there and experiment on them. Maybe inject them with the formula or a new version of it, or try to push their abilities to the limits?
