(That could work. Or we could limit a bit on the conscription, like say maybe 80% of the population has to join? Maybe I'd find some accident or injury to rule some of mine out)

Perhaps we could grow the army by introducing a conscription for all of the right age and fitness, he suggested. And raised taxes, to fund it.

How would it be wrong? We're not hurting anyone. The country's in a mess - the world is, honestly. We're just trying to fix it, and for that, we need power.

Luke was a little shocked that he'd been assured so easily, but also glad. Like he'd said before, it wouldn't work if they kept doubting or mistrusting each other, and it really wouldn't work if one of them began doubting the plan. He was glad he'd managed to catch that so easily.

I've a new idea, he announced. I know I try to detect all the new recruits' loyalty, but there can be slip-ups, especially if we get as many as we need. Possibly you could persuade them so that it'd be impossible for them to betray us?
