Or Insanity Empowerment? as it could be one's own madness/insanity that it could function on as well. I think it could work on a person's instability and the more insanity around the user/within the user, the more strength he/she will gain.

Do we have the ability from Heroes with the same, but with fear in others? From that guy that was locked in before the whole level was released?

The ability to gain strength when praised by others. This also works if the user feels needed, like needed to save someone or a cry for help, like a heroic sort of need.

to me, insane means someone just going crazy and out of control and doesnt know what they are doing.

That's why added that instable could work as well, and I also thinks there is a more calm insane. By the insane you are talking about I guess would be the one insanity that would give the user most strength, except one's own insanity then of course.

The ability to be able to use the brain's fully capacity. This means that the owner has an extreme intelligence and can think in ways no one else would. They would be able to understand everything once learned, which one with this ability do faster than with someone without this ability. This ability also helps with multitasking and thinking ahead. One can think on more than one thing at the same time and concentrate on all of them. Eidetic Memory could follow with this ability. A user with this ability would be fully competent and aware of the situations they are in.

The ability to plant precognitions in others who possess precognitive abilities. The precognitions can be false or true, and are completely under one's control. When one uses this ability, one seems to astral project for a while, falling unconscious and sending a faint spiritual form to the precog. The spirit then whispers in the precog's ears and induces the precognition.

i like the precog one but i think it would be simpler to just implant it with a touch and then it can activate at any given time. Unles thats how you see the ability in an astral form.

That'd imply oxiding or adding oxygen though, which the ability doesn't do. Oxygen cooling or oxygen freezing is best.
