It meant they could swap bodies - none of it was Keitaro. He's been trapped in someone else's body since before the Christmas party.

Keitaro nodded, agreeing that everything they'd said was the truth. Eoin frowned though. He couldn't just take their word on it even though he trusted them. Remembering something, he called up to another level and checked that a particular agent was on duty.

What is it? Keitaro asked. Eoin didn't answer, just telling him to follow him upwards, and then explain the same tale to another agent when he found him. When that man nodded in confirmation, then Eoin answered the earlier question. The agent had the ability to read expressions accurately, and could use this to tell if someone was lying or not.
